Russ Hebert III
Chief Executive Officer

Russ Hebert III is currently the broker in charge at Re/max Foothills Real Estate in Clemson and also a partner in HMS Development, LLC. Russ has been licensed since the age of 19 and has been involved on a full time basis in real estate/development since 1993.

Aside from the day to day operations of Re/Max, Russ is active in all aspects of residential and commercial real estate and has been involved in the development of some of Clemson’s finest communities: The Enclave on Sloan, The Courtyard on Sloan, Clarendon Hall and Mill Creek Farms in Central.

Actively involved in the community, Russ is a former member of Clemson city council and currently sits on the Board of Architectural Review.

A native of Clemson, Russ graduated from Clemson University in 1989 with a BS in Administrative Management with an area of concentration in Real Estate. He and his wife Christy have three daughters Hunter, Mason and Kayce.

In addition to spending time with his family, Russ also enjoys yardwork, golf and is an avid bird hunter.


Neil Monaghan
Chief Financial Officer


A native of Satellite Beach, Florida, Neil received a Bachelor of Science degree in Engineering Technology from the University of Central Florida in 1990. A distinguished U.S. Army R.O.T.C. graduate, Neil was commissioned as a Second Lieutenant. Stationed with Fort Stewart's 24th Infantry Division, Neil led platoons in the 13th Field Artillery MLRS Battery and the 24th Signal Battalion.

Honorably discharged in 1994, Neil moved to Orlando, Florida where he worked in sales. He returned to UCF where he earned an MBA in 1997.

Neil joined the Fortune 500 Corporation IKON Office Solutions, following graduate school. Starting as a sales professional, Neil was promoted to Sales Management and earned the President's Club Circle of Excellence.

In 2003, Neil became a Realtor and is currently with RE/MAX Foothills Real Estate in Clemson, SC. He experienced success early in the condominium market by selling 18 million dollars in condos in 2005 while marketing a newly constructed student oriented high-end condominium community in Clemson. Neil is now a broker and developer and primarily works in the residential housing and condominium markets.

Neil is a partner in HMS Development, a real estate development firm that specializes in Condominiums. His development firm completed Clemson’s first gated community known as the Enclave on Sloan. The Courtyard On Sloan, an eighteen unit redevelopment was completed in May of ’06. The Courtyard became a very successful project that redefined the luxury condominium market in the Clemson area. Oakledge On Calhoun is their latest project and is currently under construction.

Neil and his wife, Renee, live in Clemson with their three children.


Tal Slann
Chief Operating Officer

Tal Slann is a life long resident of Clemson.  Together he and his wife Shelley are raising their two children, Jacob age nine, and Lauren age 7.  Tal graduated from Clemson with a Marketing degree and Shelley from the University of Tennessee also with a Marketing degree.

In 1995 Tal started a small auto dealership, Upstate Auto Brokers, Inc.  The goal was and is to this day to provide the Clemson area with a more cost effective way to buy both new and used cars.  In 1997 Tal began investing in rental property in and around Clemson.  He found that if he invested a little more time and money in the properties that the tenants not only appreciated it but they would also pay a little more for the property.

In 2004 Tal met Neil Monaghan and together with Russ Hebert they formed a company that would later be known as HMS Development, LLC.  The reason was simple, to offer the Clemson area an alternative in housing.  Like his partners Tal has a commitment to quality that has no rival in our market place. 

Having grown up in Clemson but traveled extensively in Europe and the Middle East, Tal had some new ideas for some old properties in Clemson.  The idea was to re-development older and some what run down properties.  In this way the community and the new homeowner would benefit.

Tal and his partners’ first endeavor was The Enclave on Sloan and the second The Courtyard on Sloan transformed Sloan Street from unsightly run down apartments to the finest luxury condominiums in Clemson.

Tal, along with Russ and Neil are now working on the same sort of transformation on Calhoun Street with their latest project, Oakledge on Calhoun.

Both Tal and HMS Development are committed to making our community a better place for everyone to live.  Upon completion of each HMS project a donation is made to a local charity.  In this way, Tal and his partners give back to the community in which they live.



Tommy Sharpe
Director of Sales


A native of Albany, Georgia, Tommy Sharpe first came to Clemson, South Carolina to attend college. While attending Clemson University, Tommy majored in Business Management with an emphasis on entrepreneurship. A former walk on the Clemson varsity football team who later started at the center position for three years; he was known for his hard work and dependability. In 2003, Tommy was awarded the Offensive Iron Man award and in 2004 he received the Offensive Hustle award. In his senior year he was selected to the academic All ACC team.

Upon graduation with a BS in Management in 2005, Tommy took a position at The Woodlands of Clemson as the off campus Marketing Director. This position focused on organizing events that would promote The Woodlands of Clemson within the student body.

In October of 2005 Tommy joined Russ, Neil, and Tal as the fourth member of the Re/Max Foothills Group. In his first year with the Foothills Group Tommy has been involved in over $3,000,000 in sales. Tommy has now become the director of sales for HMS Development. Additionally he owns and manages rental property in the Clemson area.

Tommy is also active in the community, and is currently a Clemson Rotarian.
